Duties and Responsibilities
The United Nations Environment Programme (UNEP) is the leading global authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. UNEP’s mission is to provide leadership and encourage partnership in caring for the environment by inspiring, informing, and enabling nations and peoples to improve their quality of life without compromising that of future generations. The Latin America and the Caribbean Office (UNEP LACO) located in Panama City works closely with the 33 countries of the region - including 16 small island developing States, with a population of about 650 million people. The office works to serve the needs of the region, and its activities are integrated into the work programs approved by the United Nations Environment Assembly of UN Environment (UNEA). The overall objective of Environmental Governance Subprogramme is to promote the strengthening environmental governance in the Latin American and Caribbean region to support the achievement of internationally agreed environmental goals and contribute to the implementation of the 2030 Agenda for Sustainable Development and the Samoa Pathway. UNEP LAC contributes to ensure coherence and synergy in environmental governance, by: enhancing stronger national institutions, better enforcement capacities and effective policies and laws, through knowledge tools, training and technical assistance, in partnership with key regional and national actors; strengthening the enabling conditions for the full implementation of Multilateral Environmental Agreements (MEAs) and Agenda 2030, by engaging in partnerships that advance more integrated approaches to sustainable development, working with relevant stakeholders including policy makers, legislators, the enforcement sector, the judiciary, as well as civil society and the private sector; promoting the foundations for inclusive governance by focusing on the implementation of the environmental rule of law principle. An important initiative supported by UNEP LAC is the full and meaningful implementation of the Escazú Agreement on Access to Information, Public Participation and Justice in Environmental Matters in Latin America and the Caribbean and its provisions. The Escazú Agreement, which entered into force on Earth Day, April 22, 2021, promotes environmental democracy in Latin America and the Caribbean and includes obligations for the signatory countries regarding the protection of environmental defenders. Under the direct supervision of the Legal Officer from Law Division at LACO, the intern(s) will work for a six-month internship period. The Internship is UNPAID and full-time. Interns work five days per week (40 hours) under the supervision of a staff member in the UNEP LAC, Environmental Governance Subprogramme. Under direct supervision, the intern will be supporting the following projects and initiatives: ? Platform of Environmental Law Lecturers for Latin America and the Caribbean. ? Environmental Rule of Law. ? Right to a clean, healthy, and sustainable environment. ? Ratification and implementation of the Regional Agreement on Access to Information, Public Participation and Justice in Environmental Matters in Latin America and the Caribbean. ? Human rights defenders in environmental matters. ? Green Customs. More specifically, the job will entail the following tasks: ? Assist countries to develop environmental legislation or to review and revise their environmental legislation through carrying out research and analysis, reviewing draft legislation and providing comments and drafting proposals for consideration; ? Carry out legal research on international environmental and human rights law, and governance issues, including analysis and presentation of key information to facilitate decision-making; ? Assist in the provision of targeted legal support to countries for ratification and implementation of the Escazú Agreement, as well as in the elaboration, discussion and dissemination of good practices in this field; ? Assist in the organization and conduction of initiatives and activities on environmental human rights defenders, as well as support the celebration of the Third Forum of Environmental Defenders for Latin America and the Caribbean; ? Assist in performing UNEP’s roles and functions as Secretariat under the fifth Montevideo Programme for the Development and Periodic Review of Environmental Law, e.g., meetings, preparing the agenda, taking notes, supporting in the planning and implementation of activities related to the priority theme Air Pollution; ? Assist in the development of regional model laws on key issues under the work with the Parlamento Latinoamericano (PARLATINO); ? Assist in the implementation of legal support to countries on plastics and marine litter, in the strengthening of legal frameworks and institutional capacities, as well as in the organization and conduction of subregional virtual consultations and capacity building activities; ? Prepare written summaries and/or make oral presentations of his/her research, including briefing notes and reports; ? Contribute to the finalization of key publications on environmental law including through research, drafting and editing; ? Assist with the organization of training events, meetings, workshops, seminars, webinars and other similar activities, through e.g. the preparation of agendas, co-drafting background materials, and meeting reports, liaising with participants, assisting with the virtual set up where needed, taking notes; ? Support the production of websites, publications, posters, and public information activities; ? Assist with the implementation of OHCHR-UNEP/ECLAC-UNEP joint activities on environmental rights; ? Undertake other tasks as may be assigned by the Legal Officer from Law Division at LACO.
Qualifications/special skills
Qualifications: Applicants must at the time of application meet one of the following requirements: ? Be enrolled in a graduate school programme (second university degree or equivalent, or higher) in Social Studies (History, Geography, Political Science, Sociology, Economics, Anthropology, Psychology, Civics and Ethics) or related fields; or ? Be enrolled in the final academic year of a first university degree program (minimum bachelor’s level or equivalent) in Social Studies (History, Geography, Political Science, Sociology, Economics, Anthropology, Psychology, Civics and Ethics) or related fields; or ? Have graduated with a university degree in Social Studies (History, Geography, Political Science, Sociology, Economics, Anthropology, Psychology, Civics and Ethics) or related fields. In addition, the following must be observed: ? Be computer literate in standard software applications. ? Have demonstrated keen interest in the work of the United Nations and have a personal commitment to the ideals of the Charter. ? Have a demonstrated ability to successfully interact with individuals of different cultural backgrounds and beliefs, which include willingness to try and understand and be tolerant of differing opinions and views. Languages
For this internship, fluency in oral and writing English and Spanish are required, since work will require research and communication, including reading and interviews, in both languages. Knowledge of another official UN language is desirable.

Interns are not financially remunerated by the United Nations. Costs and arrangements for travel, visas, accommodation and living expenses are the responsibility of interns or their sponsoring institutions. Interns who are not citizens or permanent residents of the country where the internship is undertaken, may be required to obtain the appropriate visa and work/employment authorization. Successful candidates should discuss their specific visa requirements before accepting the internship offer.
